Janet Channing – MD MetGovis

Janet Channing (BA MPhil NDPV) Managing Director of MetGovis, is a registered professional property valuer, serves on the provincial executive of the SA Institute of Valuers and brings a wealth of experience in local government support and project management.  Janet is an accredited trainer, moderator and assessor, as well as a registered Civil Commercial Mediator.


MetGovis Consultants

Wayne Webley – Principal Consultant

Wayne has worked in the local government sector for over 20 years and has been part of the MetGovis team since 2010.

Wayne assists Municipalities with onsite technical support relating to the use of MetVal Software, its integration and requirements. Wayne facilitates skills transfer to municipal staff and provides guidance on the implementation of the MPRA whilst using the software. He is an accredited trainer.

Wynand van der Walt – GIS Specialist

MetGovis GIS specialist since 2010. Wynand has more than 20 years GIS experience. He holds a diploma in town and regional planning, project management and is a PLATO registered GIS Technician

Jenny Barnard – GIS Specialist

Jenny Barnard has over 20 years’ experience in GIS.  Her background is with the Surveyor-General’s Office, Eskom – Land Development and Network Planning, CoGTA  and in private consulting.  She has completed a ND in survey, UniGIS post-graduate diploma and an MSc in GIS.  She is registered with PLATO as a Professional GIS Practitioner.

Duane Ashwell – Consultant

Duane has operated within the Local Government sector for the last 8 years.

He has vast experience in the set-up, deployment and administering of large scale IT infrastructure, networking and day to day operations management.

Since joining MetGovis as a MetVal Technical Consultant in 2013, Duane has expanded his skillset to include in-depth data analysis, database establishment, data integrity audits and cleansing, and data balancing and reconciliation.

His expertise also allows him to provide Clients with extensive insight into any data deficiencies and advises on legislative compliant solutions.

Duane’s qualifications include certified accreditation in CompTIA Linux+, a National Diploma in IT as well as currently pursuing a Bachelor of Computer Science degree.

Janine Pillay – Consultant

Janine has been in the IT industry for 5 years. She holds diplomas in Information Technology and Comprehensive Programming. Janine has joined MetGovis as a technical consultant. She brings a wealth of modern theoretical knowledge and cutting edge technologies to the business.

Ayanda Brian Ngcobo – Consultant

Ayanda has over 7 years experience in the IT environment, most of these within the public sector. Ayanda provides technical, project management and governance support. His previous work experience included supporting over 3000 users across KwaZulu Natal. His qualifications include a National Certificate in Systems Support and Project Management.



MetGovis Valuation Division

Chris Scotcher – Valuations Project Coordinator

Chris started his working career in the UK when he joined one of the world’s largest multinational oil and gas corporations as a Key Accounts Manager.

During his tenure abroad, he handled a portfolio of more than 300 corporate client’s totalling 5,600 sites around the UK.

Upon his return to South Africa, Chris became involved within the Property Valuation industry and has developed within this field for over 6 years.

He is a registered Candidate Valuer with the South African Property Valuer’s Profession (SACPVP) and is a member of the South African Institute of Valuer’s (SAIV).

Chris has experience in multiple facets of property valuation including valuations and coordination of projects for insurance, acquisition and disposal, financial statements, dispute resolution, lease viability audits, estate and rating purposes.

Chris spearheads the Valuation Division of MetGovis in his capacity as Valuations Project Coordinator.


Pamela Hadebe– Valuation Consultant 

Pam has been involved within the property valuation sector since 2013.

She holds a National Diploma in Real Estate from The University of Johannesburg and is a registered Candidate Valuer with the South African Property Valuer’s Profession (SACPVP).

Pam has experience in multiple facets of property valuation including valuations for insurance, disposal, financial statements and estate purposes.

Her project exposure extends from Ad-Hoc clients to Provincial Government Departments, Local Municipalities, as well as Corporate and SME clientele.

Pam is a Valuer resource for the MetGovis Valuation Division headed by Chris Scotcher.


Thando Majola – Valuation Consultant

Thando was initially exposed to the Built Environment sector whilst studying Civil Engineering at DUT.

Finding a greater interest in Property Valuation, he shifted his focus and has been involved within the property industry for 3 years.

He has multifaceted experience in General and Supplementary valuations having been involved in Data Collection, Collation, Coordination and Quality Assurance for a number of Municipal Valuations in KZN.

He has also been involved in numerous valuation and property related projects involving Provincial Government Departments, Local Municipalities, Corporate and SME clientele.

Thando plays an integral part of the MetGovis Valuation Division headed by Chris Scotcher.

Karen Schlosser – Executive Assistant

Karen has over 17 years’ experience in administration, 8 of which were involved within the Social Housing Sector.

She is currently completing her Bachelors of Business Administration Degree and has obtained certificates and diplomas in Marketing Management, Practical Accounting, Events, Conferences and Exhibitions, and Public Relations.

Karen joined MetGovis in 2017 and serves as Executive Assistant to Managing Director Janet Channing.


Michele Viviers – Assistant Financial Manager

Michele is a qualified professional accountant. She is a member of SAIPA (South African Institute of Professional Accountants) and a member of SAIPA COTE (SAIPA Centre of Tax Excellence.) She is a registered Tax Practitioner at SARS.

Gail Ball ­– Project Manager Consultant

Gail has been involved in government sectors for over 30 years, and actively involved in the IT Industry for over 15 years with a Finance background. She has certifications in Business Analysis, Advanced Project Management, ITIL v3 Foundation, Service Delivery, and is currently finalising her certification on PMP and EA TOGAF.



Dr Douw Boshoff – Roll Validation

Dr. Douw Boshoff is a full time senior lecturer at the University of Pretoria, in the Department Construction Economics. He holds BSc (Construction Management), MSc (Real Estate) and PhD degrees. He successfully completed the Business Leadership certificate with UNISA SBL, passed the project management professional examination and is registered as a professional valuer with the SACPVP. Dr Boshoff serves as the non-regional board member of the Pacific Rim Real Estate Society.

Dr. Douw has been involved in numerous valuation reports performed for finance, investment and legal purposes. He has authored or co-authored in published academic papers, academic local & international conference & seminar presentations. He focuses on research in property valuation methodology and property economics and lectures on the same.

MetGovis has a formal collaboration agreement with the University of Pretoria regarding research into the accuracy of valuation rolls.
